Normalizes dev-version consumer (removes redundant permissions block, fixes workflow name casing). Normalizes ghcr-cleanup consumer to include explicit retention-days, delete-old-tagged, and secrets: inherit per enterprise standard. Pins both at @v1 per drift-hazard policy.
