Respawn settings in `mission.sqm` are overridden by `description.ext`

The mission needs some sort of respawn system to facilitate testing.

I believe we have a custom respawn script for production that can be ported over to the development mission. Let's discuss if that will be appropriate as-is for testing, or if we need to use something else for now (with an issue to port the existing script later).

I tried to set up a simple respawn, but it was overridden by my description.ext tweaks, I can change it here soon quite easily, and that should do until we port over Dave's true ASG redeploy system. I love that system, but it may be too slow and immersion focused for our testing purposes.
