Maintenance Request: Update terraform provider to use the latest ARO API Version version

It would be nice that the ARO terraform resource supports the latest ARO API Version.

The current provider https://registry.terraform.io/providers/hashicorp/azurerm/latest/docs/resources/redhat_openshift_cluster#api-providers uses an quite old version "2023-09-04".

The current version as for today is "2025-07-25".
