when I try to deploy some arm resources, I have this message :

Hi @Azure/deployments-owners @yonzhan ,

I think I'm still hitting this issue on the latest dev branch (30a3d83)

To trigger it, deploy any bicep template that does not pass validation (e.g. by using an invalid region, or referencing a non-existent vnet).
Instead of printing out the validation error, it will just say "The content for this response was already consumed".
This makes debugging quite difficult if it happens within a CI environment.
