az keyvault key list doesnt work without optional parameter (should not be optional)

Keys in Azure Key Vault can only exist inside a vault or a managed HSM, so az keyvault key list requires you to specify which vault or HSM to list keys from. You must provide one of:

--vault-name: to list keys in a Key Vault
--hsm-name: to list keys in a Managed HSM
--id: the full URI of the vault or HSM (e.g. https://myvault.vault.azure.net)

Examples:

az keyvault key list --vault-name myVault
az keyvault key list --hsm-name myHsm
az keyvault key list --id https://myvault.vault.azure.net

The parameters appear under "Optional Parameters" in the docs because none of them is individually required, but AT LEAST 1 OF THE 3 must be provided. This is noted in the docs with the line "The following parameters are optional, but depending on the context, one or more might become required for the command to execute successfully."

They are kept optional in the cli help/syntax notes due to the nature of parameter sets.
