Restrict AppService auth provider usage to Azure platform only in production mode

When provider ∈ {StaticWebApps, AppService, EasyAuth} and host.mode=production, refuse to start if not in an Azure environment.
Extend the existing AppService-provider startup warning to the StaticWebApps provider.
