Kamala-Tale is a 2024 parody of UnderTale centered around the 2024 US Election.
According to UndertaleModTool, it uses bytecode version 17, which butterscotch supposedly supports.

However, when attempting to run Kamala-Tale it throws this error and exits.

"Bytecode Version 17" is very vague, because YoYo Games stopped bumping the bytecode version even though they kept adding new fields and entries to the data.win file.

If you see UndertaleModTool's source code or Butterscotch's source code, the code needs to "guess" which GameMaker: Studio version it was made with to figure out how to parse the files. Butterscotch still does not support all of the new GameMaker versions yet™. (currently it works up around the DELTARUNE Chapter 1 & 2 and Undertale Xbox GameMaker version)

Well that explains it, being DELTARUNE Chapter 1 & 2 being released in 2021, that's (about) 3 years of updates to GMS, no wonder it doesn't function currently.
