Add ability to express dates by which the program or credential align with Pell requirements

Program implementation date: The date on which the program was first offered in alignment with the requirements described in 34 CFR 690.93(a). The Governor must certify to the Secretary that the program meets, and has met, these requirements for the 12 months immediately preceding the certification

Pell requirements

Program Approval Date: The date the program was initially approved by the Governor.

Apart from Pell requirements, these could also apply to Credentials.

I have been sketching some ideas for how the Program Approval Date might be handled.

First, back to the simplest modelling:

To me, this says that the program was approved by the Governor starting on 2024-06-28. I think the concerns we discussed on the Tuesday call arise from:
(a) The uncertainty that this is the initial approval
(b) Not knowing when the actual action was taken.

Can we address those by making Initial Pell Approval a distinct category of approval, and/or making explicit the date the action was taken (which may be different form the "startDate" of its validity)?

FWIW, I think that the classification alone should be sufficient.

I also have more complex sketch showing how we could use actions and collection membership, but I don't think we should go there if the simpler more direct approach works.

@philbarker thank you for the diagrams. actionDate as an explicit name for action classes makes good sense.
