Extend support for more versions?

What are the blockers to extending the version matrix to include versions like the last 2.3 release (2.3.7-p4) or 2.4.0?

I am working right now on configuring the action so everyone can build their data images based on any Magento version. I originally was planning to support more versions, especially with sample data. But the Magento sample data deployment process is broken for versions older than 2.4.7, so I had to revert that, and now, if I want to have sample data working, I have to set each sample data package to the Magento version manually.

So, the current setup was based purely on Magento releases from the last 9 months + I use Opensearch instead of Elastic, which removed a lot of pre-2.4.6 versions.
