Implement superlative nomination

Judges should be able to nominate hacks for superlatives. The list of available superlatives comes in via GET (HackFSU/hackfsu-2018#39), we need to dynamically populate a list which the judges can select from.

We need to decide what the interaction for the nomination process looks like. Let's consult the designers and

Superlatives should show up as a list of checkable items. The first item in the list should be "no superlative", and automatically check/uncheck to not contradict other selective superlatives.
