Automatically detect kusion binary version outdated status and install latest

Feature Request

Describe the feature you'd like:

• user could configure if the extension should check the kusion binary updates.- the extension checks for kusion updates, and

"vscode-kusion": {
        "vscode-kusion.auto-update-detection": "Everyday during idle time"
}

• prompt updates when newer kusion binary releases exist.

• user could select to update to a specific kusion version or directly update to the latest version.
  

• user could also manually trigger the update detection by typing command in command palette: Kusion: check for updates
