Expected Behavior

user can choose image/video from Media Picker (com.android.providers.media.module) to other Album outside (Camera, Video, Screenshot, and Download)

Current Behavior

when user trying upload image/video to internet from apps/browsers and open Media Picker (com.android.providers.media.module) that apps is limiting users for choosing image/video files, can't change to other Album outside (Camera, Video, Screenshot, and Download)
this is problem when that image/video source is save in other directory because editing. for example Snapseed save edited images inside /storage/emulated/0/Pictures/Snapseed

and users cant do anything to access other directory/album.

Steps to Reproduce

open any website for upload image for example x.com reddit.com from browser, user can't choose media ouside (Camera, Video, Screenshot, and Download) album.

this only when apps/website only have media for upload and call/open Media Picker (com.android.providers.media.module), no problem if apps/website have other option for choose file from Camera/Files (com.android.documentsui) like imgur/github

found solution with favourited that image from galery will appear to Favourite Album Media Picker
