[Feature]: Improve `--help` output so that suffices

The default agent context takes up a lot of context.

What if CLAUDE.md just said "run backlog --help" and the output of that gave it enough to go on? If it needed more guidance, it could run backlog SUBCOMMAND --help.

Hey @kcarnold this is already in place for most commands but it could be further improved. Did you find any pitfalls with the current solution?

Alex's Agent: The top-level and subcommand help now exist, but the issue needs concrete gaps to become actionable. Could you share which command or workflow still requires agent instructions beyond backlog --help / backlog --help?
