do not rely on `libsqlite3-sys` for compiling latest sqlite version

they up their sqlite version for each breaking changes. we try to download and compiile sqlite3 independent of that library so we dont have to worry too much about breaking changes and can update to the lates libsqlite3-sys slowly.
