Sunstone - Export associated VM templates/images is ignored.

Description
When downloading an image from the marketplace (Apps) there's a toggle switch to "Export associated VM templates/images". The switch is toggled by default, however toggling it off doesn't change the behaviour and the bundled VM Template still getting exported.

This may cause an error when an image must be redownloaded, but a same-named VM Template is already present.

To Reproduce

• Install 7.2.0
• Go to Storage -> Apps
• Locate an OS Image and press the Import button.
• Toggle the switch to off.
• Proceed to Finish an import.
• Both the VM Template and an Image are added.

Expected behavior
Should work the same way as onemarketapp export --no "openSUSE 16 "openSUSE 16" -d 1
