🌟 [Major]: Handover Base64 from fpschultze (#2)

## Description

This pull request signals the handover of the `Base64` PowerShell module
to the `PSModule` framework. As `PSModule` focusses mostly on PowerShell
usage and not modifying existing classes, we remove the type updates for
`String` to convert to/from base64.🌟
