Re-up CI pipelines

Description

Test runners fail to aquire a host (16.04)

Steps to Reproduce

Start pipeline for any PR

Expected behavior

Test runner is found and build/test start

Actual behavior

No test runner is identified. No local one either (maybe this is worth doing instead)

will think about doing this but IMO not a must have for v4.

open to suggestions about cheap/decent/free for FOSS project CI pipes... otherwise I'll spin up some sort of lambda.
