Help me out, so what the heck is 32 MB? What are you talking about? If I have 32 MB in my project, it won't load on PenguinMod anymore, like, what's the point of that? Tell me, man.

MB is short for Mega Bytes, which are a measure of the size of some file. Here it means that your project, as a .pmp file on your computer, has the size of 32 MB. This hits PenguinMod's project upload size limit (which exists because PenguinMod cannot handle files of arbitrary size being uploaded to its servers), so you cannot upload your project.
To reduce it, you'll have to either compress some costumes and sounds in your projects or remove them, as they're the main factors that can cause your project size to get that big. In the upload page there's text that says ".../32MB". If you press it you'll get a more detailed description of which assets in your project take so much space.

the answer is it simply can not be uploaded, you need to find a way to shrink the projects over all size

the upload page will show you what in your project takes up how much size, so you know what to focus on primarily

Either:
a) compress your stuffs
b) source sounds from elsewhere (such as your own github repo) and fetch them with runtime
c) donate to penguinmod to get a total of 56MB for project uploads
