Missing dependency - importlib_resources

Currently having to manual run pip install importlib_resources prior to installation.

I on top encountered missing netifaces dependency issue. This is addressed in PR #34.

Included a fix for this in #44 -- removed the python_version < "3.9" guard and also loosened the boto3 pin which was breaking on modern Python. #32 from @BlindMuadDib also addresses this.
