chore: drop changesets that only bump ignored packages

Both entries bumped only packages in the .changeset ignore list, so 'changeset version' produced an empty diff. The changesets action stayed on the version-PR path, failed with 'No commits between main and changeset-release/main', and never reached the publish path, leaving 0.20.0 unpublished.
