AGM 2015 rollover actions

A commit(s) which resolves this issue should:

1. Add a new set of minutes to the file agm_minutes/2015AGM_minutes.md
2. Add a new constitution (if appropriate) to the constitutions directory, named 2015Constitution.pdf
3. Add a new financial statement to the agm_finances directory in a file named agm_finances/2016AGM_finances.md (or other suitable file type)
4. Create a new blank agenda containing only the standing items and blurb to agm_agendas/2016AGM_agenda.md
5. Update the Current committee section of README.md
6. Update the Last AGM section of README.md to point to the 2015 AGM
7. Update the Next AGM section of README.md to point to the 2016 AGM
8. Close this issue and start a new one for 2016 with roughly the same content
