CI needs to be updated

GitHub CI seems to be particularly flaky at the moment. Nevertheless, there are a few things we need to update -- see warnings on Windows containers in particular. I think the CUDA compile containers need a bit of love too.

In any case, this can all wait until post-v4.3.
