Some of the GitHub issue labels don't have a description, I think it's worth adding them since #10188 adds a link to the Labels page as a source of truth for issue labels.
I'm not sure whether or not the area labels should have a description, since the argument can be made that they're self explaining, but either way there's a small handful of labels that aren't area labels and don't have descriptions.
