Improve Release cycle

It would be good to have more frequent releases for the pypi version of the library. it's easy to set up some automation for that - i can help for that. that said it would proably be good to follow numpy-style release cycle (minor bump whenever there's breaking changes with 1 minor gap between breaking changes).
