Decide the fate of this repo (Pixi or monorepo-ize)

We have two options right now:

• Move the RoverGUI into the auto_ros2 repo.
• Add Pixi support to this repo.

Why?

• Pixi installs our dependencies in auto_ros2, but not here
  • Currently, you have to do it manually here!
  • That process might prevent new members from getting it done easily :(
• The Rust stuff could easily be a ROS 2 node lol
  • Uses Video4Linux 2 anyway, so Windows and macOS users can't install it as-is.
• Allows contributors to have credit in auto_ros2, our main repo.
