'setteam' admin command is enabled only for debug builds

Is there a reason why this command is only available in debug builds? I like to use this plugin just for the admin system, and it would be a useful feature to have, not sure if it's a mistake or if there are any concerns for instabilities here?

It bypasses the normal flow of team management in ZombieReborn, which causes some of its functionality to not work correctly.

If there's really demand for it, we could bring it back with specific gating for ZR (as it has infect/revive already). I just figured the plugin wasn't seeing much use outside of ZE servers these days.
