Describe the bug

Block creator and notifier tags should be present on all blocks placed, however, they are not always filled.

Steps to reproduce
Place blocks in a Minecraft server running Sponge, and use the command /sponge info block and /sponge info blockat (...) to see the block creator/notifier tags of the blocks you just placed. In most cases, they will not be present.
