pantheon.yml changes require git commit

We don't commit code changes on multidevs.

Unfortunately Pantheon won't process changes to pantheon.yml unless we do.

The deploy-to-multidev script should check whether a push changes pantheon.yml, and in those cases it should commit the changes on Pantheon.
