It seems like the categorization is wrong. Additonally, you most likely mean the commoncode and not the scancode-toolkit release, as SCTK 32.5.1 is not yet available? https://github.com/aboutcode-org/scancode-toolkit/releases/tag/commoncode-v32.5.1

Yes, that is correct, it is about commoncode, not scancode.
