FY25 Q4 Sprint 6

I wasn't able to finish anything that I started this IP. I mainly worked on two features.

1. Porter improvements
2. Layer selector recfactor

Porter

I was able to get a good jump on the porter improvements. I created this chart to help guide and understand the process. I've been working in an issue-ops repo to test the process without bugging anyones notifications. The two main pieces of functionality are a new form based issue template entry form and the validation and discovery phases.

The next steps are to create the soft delete issues.

Layer selector

I am working on this in a local branch. It's still pretty raw. I've noticed some inconsistencies between the item based web maps and the discover layers. I would like some of Scotts help to sort through these issues.
