This issue comes up in #592.

I tried the proposed fixed in 5b5dfc6, but it still fails, see my comment in bazelbuild/bazel#23838 (comment).

Oh yeah I was expecting this to fall short at some point. Good catch, I'll also dig at the issue in the coming days.

As per bazelbuild/bazel#23838 (comment) there doesn't seem to be another workaround available. I've opened a PR to add rules_zig to the allowlist bazelbuild/rules_cc#589.
