Please add a mouse-over-effect when hovering over a row while editing items in Admin

Use case/motivation

On large (=wide) monitors it would be easier to spot/locate the corresponding action-buttons at the end of this row.

Applying the hover effect to the entire row feels like a broader UI change.
For #66714, I kept the scope focused on the checkbox itself.

If this is merged, I can follow up with a separate change for the row-level hover scope.
