[Release] 05-binary-upload.sh failed due to missing Apache-Arrow-Flight-SQL-ODBC-*-win64.msi

Signing and uploading binaries dev/release/05-binary-upload.sh failed with:

~/code/arrow/dev/release/binary/tmp/docs ~/code/arrow/dev/release
~/code/arrow/dev/release
Successfully uploaded 3 assets to apache-arrow-25.0.0-rc1
cp: cannot stat '~/code/arrow/dev/release/../../packages/release-25.0.0-rc1-0/Apache-Arrow-Flight-SQL-ODBC-*-win64.msi': No such file or directory

From my understanding the process changed and now this file will be generated after dev/release/07-flightsqlodbc-upload.sh we should stop trying to sign and upload at this step on the release.
