UI : Add Button ( instance, network, vpc etc) is missing after configuring the zone on a fresh install

versions

ACS 4.22.1

Ubuntu 24

Firefox 152.0.3 (aarch64)

The steps to reproduce the bug

1. Install Cloudstack on ubuntu 24
2. Configure zone > Enable the zone > Close the zone wizard when it completes successfully
3. Navigate to Compute > Instances > Add instance button is missing

Similarly, for other resources, the add button is missing

The issue is not observed when the admin user logs out and logs in again

...

What to do about it?

Expected behaviour

Admin should be able to launch resources when zone is enabled
