Plugin template not working in 26.33

After updating to 26.33, the plugin template will not work, per ×͜×Roni×͜× (@MrOwner777) on Telegram:
"After installation of latest version when I try to create a plugin I got this issues."
"I cannot build plugins because plugins init failed"
"Fresh installation still same issues"
