[Feature request]: Restart codex to load skills

Bug description

I have installed a skill in codex. It asks me to restart codex. There is no tool to restart it in polyscope.

Steps to reproduce

1. Install a skill
2. Codex asks to restart
3. The next chat does not show the skill loaded and Codex asks to restart. Refreshing the browser does not help.
4. Restarting Polyscope results in this:
   Still not active here. This session hasn’t picked up superpowers skills.
   A full Codex restart plus a fresh chat/session is required for discovery.
