I inspected only the exact linked failed job: run 29037524244, job 86186806200, Test Suite, attempt 1.

The job failed during setup before the Rust/C#/TS test suite ran. It checked out PR #5509 merge ref 33f95944b0fe8948fdd9e8dfbfaa3c399dda0624 on runner ghr-github-self-hosted-ubuntu-14900k-02-spacetimedb-14-fab7db6c, completed Rust/Node/pnpm setup, then failed in the Install cmake and emscripten step. The failing command sequence was:

sudo apt-get update
sudo apt-get install -y cmake

apt-get update completed, but apt-get install -y cmake exited 100 because the runner had Ubuntu unattended upgrades holding the dpkg frontend lock:

E: Could not get lock /var/lib/dpkg/lock-frontend. It is held by process 2023 (unattended-upgr)
E: Unable to acquire the dpkg frontend lock (/var/lib/dpkg/lock-frontend), is another process using it?

Root cause for this exact attempt: runner OS package-manager contention from unattended-upgr, not a SpacetimeDB test failure and not PR code. The workflow apt install fails immediately instead of waiting/retrying when the dpkg lock is held.
