WEEK.tsv better handled in code

The file WEEK.tsv has grown to be unnecessarily complicated. I think it is simpler to handle this logic mostly in code (e.g., if it contains "second" or "2nd" set to second week. There are two many lexical variations of non-important terms in there now.
