test: add LOW priority rebase e2e tests (L9, L10, L12, L13, L16, L17)

Add 6 edge-case integration tests covering feasible LOW priority gaps:
- corrupted state file parsing error
- single branch chain rebase
- cleanup with no backups existing
- skip with deleted pending branch
- abort from different branch than original
- cleanup with partial backups
