Use new task-lib

I get the following warnings when using the tasks in a Release pipeline:
```##[warning]Task 'StopWindowsScheduledTask' (2.0.3) is using deprecated task execution handler. The task should use the supported task-lib: https://aka.ms/tasklib```

Please update the tasks so they can use the new task-lib.
