Add binlog mcp server to dotnet/msbuild

Strong assumption that leveraging the data in binlogs would improve the problem solving significantly in comparison to a vanilla LLM.

@JanKrivanek privacy-wise if we have telemetry in the tool that would bring PII into scope, so we need to talk about telemetry we'd like to collect.
