Publish a coherent 2.0.0-beta.14 product train

The public 2.0 prerelease artifacts need one installable identity with exact dependency provenance. The already-published beta.13 Server image contains Workflow beta.10 and remains immutable, so beta.14 is the first identity that can satisfy the synchronized product contract.

Acceptance criteria

• Workflow 2.0.0-beta.14 lands and becomes installable before any source that pins it is finalized.
• Server source pins the published Workflow 2.0.0-beta.14 package and its exact resolved commit; the published Server image reports beta.14 Workflow provenance from the tagged Server source.
• Waterline, CLI, PHP SDK, Python SDK, and Rust SDK declare 2.0.0-beta.14 consistently and publish immutable artifacts from their exact landed commits.
• Waterline's service-mode dependencies resolve through the official PHP SDK package, and every language implementation continues to use the official Apache Avro package or crate.
• Composer and Packagist, PyPI, crates.io, GitHub releases, and Docker registries resolve every declared beta.14 identity without local source substitutions or rewritten tags.
• The sample application consumes only the synchronized beta.14 packages after all required artifacts are public.
• The public documentation artifact tuple advances to beta.14 only after the complete tuple is installable and its published Server protocol catalog proves Workflow beta.14 provenance.
• Exact-current heartbeat conformance passes PHP, Python, Rust, and Waterline in one shared published Server bootstrap, with independent namespace, task-queue, workflow, and worker identities, complete cleanup, and a wall time no greater than six minutes.
• Completion evidence names every immutable source and artifact identity, the passing documentation deployment, and the passing shared-wave run.
