The former isn't possible yet; the latter can be handled by the hook's code itself, but it would probably make sense to allow doing it via configuration as well. A few people have already asked me for this, so I don't want to forget about it again 😅.
For skills, it would likely just be a new field in the frontmatter. For hooks, it would either be a new matcher property (if the current design allows this without breaking), or the hook would be created directly under the agent's configuration...
