msgcheck's pre-commit hook does not work

Bug summary

i just added msgcheck into my pre commit config as a repo but occured error when i executed it

Steps to reproduce

1. add msgcheck to the pre-commit-config by following readme.md
2. run pre-commit

Suggested solutions

probably tag doesnt include hook so this problem occur
we can re-align tags i think we can create major version

Yes, as noticed in my comment here: #15 (comment), I'm going to make a new release very soon (today if I can), so that the pre-commit hook will work and we can close this issue.

Version 4.2.0 has been relased, and the README updated.
