Support Swift Package Manager now that Flutter 3.44.0 sets SPM as default

Enable SwiftPM by default on master and beta by @vashworth in [182923](https://github.com/flutter/flutter/pull/182923)

A previously closed issue and PR suggested Google did not plan to support SPM [1, 2].

Will support be reconsidered now that SPM is an official default for Flutter? This is the last dependency of ours that does not support the new build system.

This also applies for macOS.

I got warnings for the packages:

• google_mlkit_commons

However this likely applies for all packages in this repo.

It seems like two different things are being conflated here:

1. Google's ML Kit supporting Swift Package Manager
2. The Flutter plugins in this repo, which wrap ML Kit, supporting Swift Package Manager

The authors of this plugin can only control step 2, and step 2 can't be done without step 1. Whether step 1 will be considered is something you would would to ask in an ML Kit forum, since per this repo's README:
