Group issue for provisional semantic implementation
In general:
- We always need to support new syntax for provisionals
- We should probably warn/error if the new syntax is used without the provisional declaration
- We do not need to speculatively enforce restrictions imposed by provisionals I don't think, this can probably wait until they are stablized
