LOAD_ENV_FROM_FILE loads .env before packwiz update

Describe the problem

I'll raise a PR soon to fix this, but the ordering is currently not correct, packwiz loads in a fresh .env AFTER the container loads the .env on disk when using LOAD_ENV_FROM_FILE
