[upstream PR tracking] Reset Github Actions to canonical sources in the future

Opening this issue to track the status of the following pull requests:

• Fix symlink creation under luajit-openresty leafo/gh-actions-lua#35
• Fix openresty build on windows leafo/gh-actions-lua#37
• Fix C module loading on windows leafo/gh-actions-lua#38
• Windows support leafo/gh-actions-luarocks#14

Background
The Github Actions configuration currently uses forks of two sub-actions pointing to leso-kn/gh-actions-lua@v11-staging and hishamhm/gh-actions-luarocks@master.
Once the above PRs are merged upstream, the configuration can be reset to the canonical sources leafo/gh-actions-lua and leafo/gh-actions-luarocks.
