Rejected Scope Count

To help repeater owners adding scopes that are used locally, I would like to suggest counting rejected scopes.

When a scoped messages is not in the repeater, then the repeater should count it.

• It would be enough to count each scope to 99 and then just display 99+ in the app.
• Only the first 20 unknown scopes will get counted
• The repeater will produce a weekly top-list with rejected scopes
• The repeater will rotate the weekly top-list and only keep two (current and last week)
• Top-lists will most likely get deleted on reboot

In the Meshcore app, it will be possible for the administrator to request Scope Suggestions from the repeater and then easily add them back to the repeater.

The goal is to visualize and make it easy to add missing region scopes to a repeater.
