We have had severe problems moving mailboxes on new mailbox servers.
The new mailbox servers has 25 Gbit/s NIC:s and the move requests stopped with StalledDueToTarget_MdbReplication or StalledDueToTarget_MdbAvailability.
The solution is to change the NIC Receive Buffers från 512 (default) to 4096, see https://edc.intel.com/content/www/us/en/design/products/ethernet/appnote-perf-tuning-guide-700-800-series-windows/%E2%80%8Breceive-buffers
